Scrap the NHS Bureaucracy

I was at the hospital last week visiting my mate who's been waiting for a knee replacement for months, and what struck me was the number of staff wandering around doing nothing, while the doctors and nurses are run off their feet. My mate's been told he's got to wait another six months because of "funding issues", which is just code for the bureaucrats not being able to manage their budgets.

I've been reading about how the Romans used to have a pretty decent healthcare system, considering the time, and it was all based on private enterprise and personal responsibility. They didn't have some massive state-run monolith like our NHS, and yet they managed to keep their citizens relatively healthy. Now I'm not saying we should go back to using leeches and whatnot, but I do think we could learn from their approach.
