Announce a review into the thing we promised to do and then announce another review

Phase one: announce a bold commitment to fix the problem.

Phase two: commission an independent review into the problem we just committed to fixing.

Phase three: announce we are "carefully considering" the findings of the review.

Phase four: commission a further review into why the first review cost so much.

Phase five: announce that, following careful consideration, now is not the right time to act, but we remain fully committed to acting at a future date which we will announce following a review.

This approach allows us to appear decisive while doing absolutely nothing, which is the sweet spot of modern governance. Both sides of the house have refined this technique over decades and we see no reason to abandon something that works so well for everyone except the public.
